Raguel (Hebrew: “Friend of God”) appears primarily in 1 Enoch, where he is named as one of the seven archangels who watch over the world. His specific role is unique among the archangels: he is charged with overseeing the behavior of other angels, ensuring that they do not transgress divine law.

In 1 Enoch 20:4, Raguel is described as the angel “who takes vengeance on the world of the luminaries” — interpreted as the one who ensures cosmic order and punishes angels who fall from their appointed duties. He is, in essence, the enforcer of divine justice within the celestial hierarchy itself.

While his appearances in ancient texts are fewer than Michael or Gabriel, Raguel represents an important theological concept: that even the angelic host operates under law and accountability. He is the watcher who watches the watchers.
